Regional Policies and Protocols

REGIONAL GUIDELINES

These Regional Guidelines have been adopted by the American Youth Soccer Organization (AYSO) pursuant to the authority granted in AYSO National Bylaw Section 1.03 (a) (6) to provide guidance to the Region in its organization and operation.

Under AYSO National Bylaw Section 1.04 (l) and National Policy Statement 6.1, the Region has the responsibility to operate in accordance with the Standard Regional Guidelines unless the Region has adopted separate Regional guidelines approved by the Region’s Area Director and Section Director (attached below).

These Regional Guidelines are subject to AYSO’s Articles of Incorporation, National Bylaws, National Policy Statements, National Rules & Regulations, Section Rules and Regulations, and Area guidelines (AYSO’s “operating regulations”).  These Regional Guidelines are meant to enhance and to conform with the operating regulations.  To the extent that there may be any contradiction or conflict among these documents, the operating regulations shall prevail.

The purpose of this guideline is to provide for a fair and consistent process for selecting coaches and players to participate as Region 92 All-Stars.

Move-Up Guidelines

The purpose of this policy is to establish guidance and procedures for cases where a Region 92 player may wish to move-up to a Division above of his or her age group. The standard within Region 92 is that players are assigned to the Division established for their age group. League Age is determined by the player’s age as of December 31 looking ahead of the Membership Year.

Player Ratings Policy

The purpose of rating players is to evaluate their overall soccer ability in order to assemble balanced teams (one of the six AYSO philosophies). Although a player’s physical attributes and coordination will change between soccer seasons, an honest assessment of each player’s current ability is critical to maintain the integrity of the team formation process.

Short-Sided Games Policy

The purpose of this policy is to establish guidance for team formation and implementation of age appropriate short-sided games. AYSO highly recommends age appropriate small-sided games for younger children to allow more touches on the ball and to foster a more successful soccer learning environment.

Team Formation Policy

The purpose of this policy is to provide guidance for team formation to support the AYSO Balanced Teams philosophy. This policy applies to the 10U, 12U and 14U divisions in the primary (Fall) season. Team formation is the responsibility of the Division Commissioner under the supervision of the Program Commissioner and the Coach Administrator.

Guidance on Sportsmanship

In order to establish consistency in awarding Sportsmanship Points in 10U, 12U and 14U matches in the Region, Referees shall utilize the following set of guidelines. The decision on deductions rests with the judgement of the Referee.

Team Referee Program Summary

The purpose of the Team Referee Program is to help ensure that AYSO Region 92 recruits, trains, certifies, and fields enough volunteer referees to officiate at our Regional games. In this Program, volunteers agree to referee games during our Regular Fall Season.

Zero Tolerance Policy

Youth development is the central focus of the AYSO program. This includes development of youth whether they are soccer players or soccer referees. All the AYSO guidelines and policies on providing a “Safe, Fair and Fun” environment for players also apply to youth referees.
